Wallace Weitz is portfolio manager of the Weitz Value Fund, Weitz Hickory Fund and Weitz Partners Value Fund, which he founded in 1983. Wallace Weitz views a company�� business value as the amount of cash it will generate for its owners over the next 10-20 years, and stock price as a function of investor attitudes, expectations and competing alternatives for capital. Markets continue to be affected by the European debt crisis, a slowdown in the Chinese economy and a feeble U.S. economy. While these factors may slow economic growth for a year or two (or longer), he believes the companies��stock prices are ��heap enough relatives to their business values��that they ��eel good about being 75-85% invested,��he said in his fourth quarter letter. Their 15-25% cash reserves may be used to take advantage of temporary market dips.

Working with incomplete information is something markets are used to, though, despite the volatility that it can produce. AT&T (NYSE: T ) posted minimal gains after Spain's Telefonica (NYSE: TEF ) denied rumors that AT&T was looking to buy out the European telecom giant. With its already massive position in the U.S. wireless market, AT&T will have to look abroad for substantial growth opportunities. With Telefonica having chosen to cut its dividend temporarily in order to reallocate capital, a buyout might have been good news for its shareholders; Telefonica stock is up 3.5% despite its denial. Still, given the amount of money involved -- $93 billion, according to one report -- it would take a massive commitment to get the deal done.

Investors initially shaved about $5 billion off of Anadarko’s market cap, but about $2 billion of that was restored in subsequent trading sessions. Were it not for the environmental liability, Anadarko would be near the top of my list of E&Ps to own. But I have a tendency to avoid companies with large liabilities hanging over them. That’s why to this day I still won’t recommend BP (NYSE: BP), even though by many metrics it’s quite undervalued.
